It seems to me (as an observer) that some of the people involved in this
discussion would view the above as also being too narrow.  They would want
the following:

ICANN:  Any entity that will be impacted by the net.
DNSO:   Any entity that will be impacted by the net.
ASO:    Any entity that will be impacted by the net.

Which, to me, makes the entire ICANN/SO relationship a moot point.
