  Well I have on more than one occasion.  The ICANN currently is
not availing itself to available capitol that has been pointed out to them
on more than one occasion.  For the life of me I do not understand their
reluctance here.  But that is their own affair.

  Completely agreed.  There is one caveat here however.  If they are
truly interested in stability of the internet it is fundamental that they are
able
to secure enough initial capitol, and than build from their.  This they have
yet been to adequately show or do apparently.  Hence I must question their
actual interest in stability of the internet.
