I read this more along the lines of "this will be posted to other forums that
further our purpose" based on the past history of the organizations mentioned.

I think it wasn't done because there is clear and compelling statements
included which show the disdain the people directing this process have for
public participation, and for participation of people not in their recognized
organizations from which they can expect some level of support.
The document itself was not a shining example of embracing openness, but it
does show quite well the very thing I have been saying for sometime, that the
organizations leading the DNSO.org effort have no intention of being
representative of any group that doesn't either support their efforts, or have
the money or political influence to raise a major stink if they were ignored.
I think that the failure to post it in the CC field was just one more example
of how they ignore those people the DNSO.org keeps claiming are participants
merely by being on the discuss list, which we all know is just a joke.

Then you must realize just how damning this post is to the DNSO.org, showing
its bias quite well.
