  Indeed I would suggest that everyone review this gTLD-MoU SRS
supposed IETF standard attempt very closely .

For instance sections:
4.2.2.  Registry and Dispute Resolution Agency Keys
2.5.3.  Policy Decisions
1.4.  Database Publishing
