The National Research Council of the National Academy of Science now
has the ball; the USPTO, NTIA, all other Dept. of Commerce entities AND
all private corporations shall cooperate with the NRC.  Having dealt with 
them a few years back, I can tell you that the NRC/NAS is generally 
untouchable. That's science, guys and gals.
