The mess we are in is the result of persistent pronouncements by 
participants with no experience in relevant processes.  It leads to their 
demanding that we "fix" things that aren't broken and it leads to their 
being entirely rigid, with no sense of constructive compromise.

        I would hardly use it as a standard to emulate ;-)

No doubt you are right.  After all, why use the one, successful example 
that we have available, when we can, instead, invent a new one, emulating 
processes that work so much more poorly?
