The IETF has not yet submitted a proposal, but is discussing the issue in
the "poisson" WG, and in the [EMAIL PROTECTED] mailing list.
Other standards bodies, like ETSI, have expressed interest not in *being*
the PSO, but in *participating* in the PSO, together with the IETF.
They are not seeking an alternative, but trying to achieve collaboration,
and are therefore joining the discussion in the list above.
