Actually, the Paris draft group strongly supported non-incorporation
of the DNSO; and I had been arguing for non-incorporation ever since
ICANN issued its press release some months ago pressuring the SOs to
incorporate outside the ICANN structure. I several times posted a
series of arguments, founded upon the original IANA proposals and
ICANN's own bylaws, against separate incorporation for the SOs.
However, now that I see how the ICANN Board is manipulating DNSO
non-incorporation to strengthen their control over the DNSO, which
is the converse of what I had hoped for (eventual control of ICANN
by the SOs), I am not so sure I didn't make a mistake. But then,
with the present Board you're damned if you do and damned if you
don't. No matter what political tack is taken by the forces of
fairness, consensus, and justice, it seems that it can be stymied by
a Board intent on giving favor to special interests and the forces
of reaction.
