Sure, so long as there were various registries so you could switch to a different "advertising agency" if you felt like it. Otherwise, it's not much different from the FCC allocating wavelengths to call-signs, or the motor vehicle bureau granting car registrations. You could maybe get a license plate number (theoretically), but without the car registration from the MVB you can't use it.
