Each "entity" that runs TLD registry will probably run a whois, as NSI and
many of the ccTLDs do.  A master list of whois servers may be published,
perhaps at http://www.tld ( http://www.tld.lists.kz for the DNS impaired ;-).

First come, first served, will abide by court decisions, I am just
"publishing" a "directory" of addresses...

Some have "aliases", like .per(sm) and .geo(tm), as a temporary service to the
DNS impaired.
