------------------------------------------------------------ Info-Policy-Notes | News from Consumer Project on Technology ------------------------------------------------------------ April 27, 1999 TACD Initiative on Electronic Commerce Recommendations from April 23-4 meeting in Brussels TACD is a new initiative to provide a mechanism for consumer interests to have a role in trade negotiations between the US and the European Union. It follows by a couple of years of creation of the the Trans Atlantic Business Dialogue, and several similar organizations that have been created by business groups. (See http://www.cptech.org/ecom) The TACD is just getting off the ground, and now has three working groups, one on food safety, which is dealing with many biotechnology issues, one on electronic commerce, and a third working group for everything else. About 60 US and EU non-government organizations attended the April 23-4 meetings in Brussels. I am the US co-chair of the working group on electronic commerce. Dirk Klasen of Germany is the EU co-chair. Perhaps 2 dozen NGOs participated in the E-Commerce working group meetings and produced a document (http://www.tacd.org/meeting1/electronic.html) that addressed the following topics: Consumer Protection in Electronic Commerce Safe Harbor Proposal and International Convention on Privacy Protection Children and Electronic Commerce Minimum Disclosure Standards for Suppliers in Electronic Commerce Transactions Unfair Contracts Anticompetetive Practices. Intellectual Property and Electronic Commerce Global Institutions and Consumer Protection Participation in policy making This was the first meeting of the TACD working group on E- Commerce, and as one might expect, just a first step toward addressing complex issues in e-commerce. I personally was quite pleased that the group was able to come to agreement on several topics, and propose a number of new initiatives. The TACD working group on e-commerce will continue its work, and should have a second meeting later this year in the United States, where it will likely expand on its work on the topics above, plus issues such as internet governance, junk mail, and the problems in determining jurisdiction for various consumer protection measures, including those relating to advertising or marketing practices in a global market place.
