Mikki and all,
We [INEGroup] completely concur with MIkki's comments here as
I indicated yesterday. We are still in detailed review of the WIPO RFC-3
"Final Report" currently and have no completed that in depth review
process. It is my understanding that the EU council is also still
in review process of the WIPO "Final Report" as well, which I am told
is not likely to be completed before the Berlin conference as well.
As stated yesterday by myself, INEGroup is in firm belief that the
ICANN At-Large membership should make any decisions regarding
matters of such weight that will directly effect those members or
stakeholders as to be compliant with the principals of the White
Paper. Hence, unless or until the At-Large Membership is in place,
this decision should await dispensation and be subject to the At-Large
membership by majority Vote.
