John(?) and all, We [INEGroup] completely agree with your contention here and have for some time now. I believe that many have intelligently engaged in substitutive issues and discussions regarding the WIPO RFC-3 process. It appears however that those that are supposedly conducting that study for the most part, have only been interested in very few issues and have decidedly taken a draconian view on solutions to those issues, which is well displayed in the WIPO "Final report". It is for this amongst the inconsistencies throughout the WIPO "Final Report" that have been pointed out by several that have been actively engaged in the WIPO and ICANN process, that the consensus opinion is that the WIPO study and "Final Report" goes way beyond the bounds set in the NTIA/DOC's White Paper and therefore should stand Stakeholder review and approval be for implementation or even consideration of any PART of the WIPO "Final Report" for implementation or consideration by the ICANN Interim Board. And in reality it is questionable that the ICANN Interim Board should be considering the WIPO "Final Report" at all as they are not Elected Board members...
