  Please define reasonable need if you would.  What basis or standard
will the term "Reasonable Need" be determined?  Who will make that
Determination?  And under what set of circumstances will this
determination
be defined?

  And yes, if you are wondering Mike Roberts, these questions are
trick questions, as I already suspect what the answers will be...
Many of the Internet community most especially regional ISP's
are however interested in hearing YOUR answers, if you have them.
