That view works well only in some very homogeneous environments. Only some.
What is considered civil discourse varies greatly among different cultures,
and even within many cultures. However your view does suggest that part of
the difficulties have been your own very clear sense of things which, alas,
have not been articulated for the benefit of others on the list. Hence you
have asserted the existence of "rules", yet they were not published nor
approved by the membership.

Indeed you do. Kent and I have been rather pointedly trying to get you to
take a number of basic actions which will help your effort at representing
individuals. Instead you have chosen to distract the group's effort with

So, let's see: Joop posts a proposed set of rules, requesting a vote on
them. Before a vote comes in, Joop claims that someone is "violating" the
