Yes, there is resistance from those who would find their powers diluted by
having additional voices in the names council.

One does not have to chalk such resistance up to some lofty goals.

Instead, it is simple politics -- keeping ones opponents from having a
vote.

Of course the IP owners don't want representation of individuals -- the
latter are probably the most opposed to the WIPO proposals that the IP
owners want.

New constituencies should not have to jump through any more hoops than did
the existing ones.

Else disolve the existing ones and make all have to qualify on an equal
basis.
