Your last two points are really the most important. ICANN will
find it difficult to impose such a policy on gTLD's in an even handed
fashion. SOme hints of which we are already seeing in the
contrivance formation of the DNSO "Constituency's", and many
governments do not have the wherewithal to enforce such a policy
of their own respective ccTLD's for many and various reasons...
