The dnso.org web site was set up in such a way that each constituency has the similar main page -- this page does exist for noncom and gTLD constituency, even if empty as of today. There is still a valid question (sent by M.Fromkin to the discuss list) -- who may be a member of gTLD constituency: only NSI (.com, .org, .net) or also the registry for .gov, .mil, .edu, .int ?
