Of course, the physical location of the true "root" servers (as opposed to the "com" servers) has almost no significance to NSI -- having a root server at NIST would be a perfectly reasonable thing to do; if there are international political pressures having one at the ITU or some other international facility would be a perfectly reasonable thing to do.
