My understanding is that the General Assembly would have a new list,
not the discuss list, though it seemed Amadeu wanted it to be.  There
was significant objection to that and I believe it resulted in
approval of a new list.

I have to say I think it might be better off being a new list, one
that will not be tainted by history like all of the existing lists
are.
