ISOC did the organizing for the IAHC.  IANA named two participants to the 
group and signed an approval of the results of the work.  Jon was delighted 
to have someone else do the organzing.

Since I was one of his two appointees and discussed these matters with him 
more than once, I claim that my knowledge of these details is accurate.

It is a bit troubling that an author who has written extensively on this 
subject would get such details so wrong.
