Unfortunately I don't have more time to comment on this thread, but briefly:

* The Internet is used for many things, including commerce.

* This doesn't mean that noncommercial uses of the Internet should be
  disregarded.

* I don't like being thought of as a faceless consumer.

* It's fine to look at the history of the Internet and see how it developed
  under ARPA/IPTO, etc., however since they are not providing the funding
  for the bulk of the net's operation and technology development, I don't
  know how it will help resolving issues such as what ICANN or NSI should or
  should not be doing.

* I'm not convinced that government oversight (USG or otherwise) will solve
  the problems with NSI, ICANN, etc.  After all, it was under USG oversight
  that a lot of the problems came to be.
