Not necessarily.  The RFC's can be adopted by private businesses directly
as well, to implement as they see fit and as the market requires.

But the point here is that decisions are made in a relevant manner, with
input from all parties with an interest.  The recommendations (or RFC's)
are established as guidelines... standards.  They are not dictated onto the
market.  The power of the IETF is in its openness and LACK of dictatorial
control over the Internet.

By no means do I believe the IETF is a "perfect" model.  It has plenty of
flaws.  However, it works and is open.  ICANN could certainly learn worlds
from their approach.
