So far as I know, the only data Berkman has on the RSSC is what's part of
the archives of the respective ICANN public meetings we've
scribed. There's material generated from the agendas of Singapore and
Berlin, rooted at <http://cyber.law.harvard.edu/icann>.
I'd guess Jun Murai or Suzanne Woolf, who's listed as the contact at
<http://www.icann.org/dnsroot-com.html>, would know about San Jose. ...JZ
