Why do you assume that the USG managed the Internet on its own?

There was a cooperation that made it possible for the Internet to
be born and develop.

That is why learning something about the history would be helpful
instead of just assuming it is whatever is created in ones own
head :-(

There was a significant collaboration to build the Internet
and my proposal instead of ICANN proposed building a prototype
to create a collaboration.

ICANN is the opposite. Its the vested interests involved in a 
power play and there is no reason for them to pay any mind 
to any but their own narrow interests.
