  Whose Root servers are those that you refer to?  Are they the LEGACY
Root servers?  if so, don't those belong to ALL of the stakeholders?
I believe that they do...  As such any other set of Root servers or
Root server structure has the right to have equal access to the
LEGACY Root servers I believe, irrespective to what that access
might entail, as long as such access is not disruptive in the sense that
that access would destabilize the LEGACY Root server structure....
