The IDNO is being deferred until after November, when board members
will be elected, because currently 9 out of 19 votes for the CORE/ISOC
plan are wrapped up. No more can be allowed because it will disturb
that carefully scripted balance. This is also why there was such
a HUGE fuss about NSI having more than one vote.
