  Depends on what you mean by "Start Taxing" here.
See: RFC 1918 and RFC2050.  If you are talking about
the USE of IP numbers, than I hope not, or at least if
so it is likely to meet with the same opposition that
the DN tax idea that went down quickly.  If you are
suggestion that only IPv6 IP addresses be "Taxed",
I can't see a legitimate reason for that sort of action
unless it is a part of a funding model for the ICANN.

  However considering the comment Esther made with respect
to IPv6, you may be on the right track here, JeffM.  I believe
that many folks missed that point entirely, BTW...

  Bu isn't this really an ASO issue and not and DNSO issue
in essence?
