Dear Jonathan:

        I, unfortunately, will not be able to attend the meeting in
London.

        With respect to the IPC voting structure, if it is not to be one
member, one vote, then I agree with your suggestions concerning
proportional representation.  I believe that it is crucial to the
success of this system that the larger organizations receive extra votes
to take into account the size of their "dues paying" members, and to
prevent the "capture" by smaller interest groups with presumably more
narrow agendas.

        I would also like to again state that your idea concerning the
addition of officers is good and will help lessen the burden imposed
when there are few officers.

        As indicated by the others, again I think you have done an
excellent job getting the IPC up and functioning and I therefore fully
support your run for the ICANN board.
