Your question is easily addressed through a question.  When we began our
investigation three years ago into the dns, our first question was "Who
controls the Internet?"

The answer to that question is 150,000 to 190,000 dns hostmaster
administrators who control root server access.  We have to date identified
110,000 of these people, being approx. 60-73% of those exercising control
over the internet routing system.

So the answer to your question I think is evident now.  Anyone who wishes
to operate the internet must first ask permission and convence those who
control it.
