Interim Board) Subject: Proposed ICANN Bylaw changes see: http://www.icann.org/general/bylaws-changes-16sept99.htm In keeping with the principals and requirements of the White Paper and the MoU INEGroup is not in support of any bylaws changes at this time. Our reasons are as follows: 1.) Currently the ICANN has yet to establish a membership, which was supposed to be a priority of the ICANN BoD. This priority has evidently changed and therefore opens up the ICANN to capture by special interests without a proper mandate by the stakeholders as required in the NTIA's White Paper. We therefore conclude that any bylaws changes are not in the best interest of the ICANN (Without a membership) and open to detrimental broad impact on the stakeholders. 2.) The changes that are proposed by the ICANN BoD would in effect permanently exclude or disenfranchise active participation in ICANN itself unless those stakeholders are members of a SO or constituency associated with an SO. As such many if not most stakeholders have no voice or vote in their own futures or the futures on the internet of their associated businesses or organizations. Kindest Regards, -- Jeffrey A.
