These other documents are no more legal and binding than the
DOC/NSI/ICANN Agreement. They were all negotiated without input from
the Internet users, the consumers of Internet services.
The Department of Commerce's White Paper and the testimony of
Beckwith Burr (for the D.O.C.) and Joe Sims (for ICANN) to the U.S.
Congress state clearly that ICANN-related policy will be made by all
stakeholders, and specifically name the users of the Internet as an
equal partner in all policy-making related to domain names.
Since these statements of equality of user input in the
decision-making processes were not respected, the decisions and
agreements resulting from the negotiations, at which no users were
seated, are invalid.
