  Yes, "Officially", or according the the UN, Spanish is the second
most spoken language in terms of population in the world.  But I agree
I believe that Chinese is.  As I had mentioned on the NCDNHC list,
we or ICANN should be translating all of it's documents into at least
the top 10 most spoken languages.  Why they have not done so
is a mystery to me.  I have read and heard the "Excuses", but do
not find them creditable.  Some months ago now, as I stated
on the NCDNHC list I offered our translation software to ICANN,
and never heard a peep.  I still haven't heard anything on that note.
In addition, there is already online Internet software free that can
do translation in a number of languages.  So I don't see how
or where the ICANN BoD and it's helper, the Berkman Center
gets off saying that they cannot provide translation.  It is utter
nonsense and completely untrue.
