translation software and direct translation software that you
can use for HTML, E-Mail, and plain text Language translation.
For a comprehensive Client and server based solution
I would recommend the following called "Passport"tm from
Worldpoint software:

Pricing info is available on the site, and you can download it as well
from the web site.
This software supports 18 different languages including Arabic,
two dialects of Chinese, and two dialects of French.
As you will see it has some very comprehensive features. It is on the
server side however restricted to Microsoft's Windows/NT. But
the Client stuff is available on most browsers on most OS platforms.
