  Yes this is a pre-emptive fiat of sorts.  But it is a step in the right
direction,
as it allows for the market to correct to an extent, itself.  That
represents
good self regulation in this instance.  Nice work here finally ICANN!  >;)

  We at INEGroup support this type of market self regulation.  We do
however have some serious doubts that specifically, "Register.com" can
and will be successful in this new service.  We shall be monitoring their
progress closely in this specific effort.

  We also note that just this week that Register.com has in effect for one
of its
clients stole a domain, races.com from it's proper registrant in a
transfer
fiasco that has been carried on the Domain-Policy list this week.  Should
Register.com choose to do so it could use this newly announced service
to accomplish more of the same and create a larger problem than it has
made thus far on occasion.  Due to the lack of apparent oversight from the

NTIA and ICANN "Officials" such inconsistencies that cause damage
to the rightful registrant will likely increase unless the NTIA exercises
proper and warranted oversight.  This has yet to be seen in the ICANN
process to date however.
