Bill and all, Yep, this is exactly correct. ICANN was supposed to clean that up however as part of their required mandate in the White Paper. This they have not only not done, but have exacerbated with now having multiple whois's and multiple Registrars with a new registration system (SRS) that is not functioning properly to boot. So instead of bringing stability, the ICANN and it's "Clueless" and Edicted policies, have brought us yet another level of both confusion and technical registration and DNS INstability....
