Isn't it true also that there are, in Europe and elsewhere, large
portions of the Internet that are secluded from the rest of the Net?
For example, Terena and its TEN-155 net, which amounts to an
Internet of its own. What is the essential difference between that
and the root server system of, say, ORSC?
