Ken Stubbs is the chairman of the executive committee of CORE, which
is presently being sued for having infringed upon IODesign's .WEB
TLD by attempting to trademark it illicitly in Switzerland; and has
had a formal complaint made against its illicit incorporation,
without registration, as a non-profit entity in that country.

Is this the sort of person that a fair-minded working group on new
TLDs should go to for "guidance"?

What will the proposers of new TLDs like .union do when the
NC or the Board or both simply ignore the so-called Sheppard/Kleiman
principles and grant, first CORE, and then other ICANN-friendly
registries/registrars, the TLDs they want?

More useful would be for the Board and the Names Council to tell the
working groups what the NC's commitment is to implementing the WGs'
recommendations, so that the people involved in the WGs will have
some
idea of whether they are wasting their time or not.

In other words, the NC can't even be bothered to study the
proposals. I guess that answers the previous question.
