You might as well ask "Where is the community consensus that NTIA should
recognize ICANN, instead of the individuals who maintain and use the
Internet?"

Maybe. It is hard to say, because from the list we cannot determine
what the criteria were for selecting these names in the first place.
If you were to survey those registrants, and ask them if would register
their sites in rhs of the hyphen TLDs, you might get more of an idea.
