That can't be right, nobody drops new files on top of the old
especially when they are large and so there's a large window where
people will pick up an incomplete one or risk of transfer failure
leaving a partial one there for some time.
Normally you upload your new file to a temporary name and rename it
after it's sucessfully (hopefully verified) delivered. Such updates
need to be atomic.
