The membership drive should have occurred sooner and there should have been a "shake-down" cruise before the first "race," as had been suggested. That water is under the bridge. So, what is the best bad choice, now? I suggest extending the deadline; accepting registrations online, only; and distributing PINs by email. If necessary, you can bump the election a few weeks. That would cause minimal harm. To maximize community confidence and guarantee that all parties have equal access to information which might be helpful in the coming elections, I also recommend publishing all staff analyses of the registrations (which will surely occur to rule out attempts at capture or sabotage) as well as the voter list.
