They don't care, Richard, because they have succeeded in pulling all
the teeth of the At-large membership anyway. The so-called members
will not have real member status and so will be unable to vote on
bylaws and policy; and there will be either 5 At-large directors, a
number carefully chosen for being less than the 1/3 + 1 (7) needed
to block any two-thirds majority of the Board, or none at all, as a
new bylaw provision permits. Since the At-large membership and its
directors on the Board have no power, why bother worrying about
people joining and voting?
