All existing .CA domain holders have "first dibs" but they have to
re-apply under the new system through a CIRA Certified Registrar.
Holders of 3rd level .CA names that do not conflict with other 3rd
level .CA (i.e. foobar.on.ca) have the option of upgrading to the
second level name.
After November 1st, all registrants will have a 30 day grace period to
migrate their existing domains with penalty (an extra fee), before Nov 1st
there is no penalty.
But .CA domains will no longer be free, for example we are charging $39/year
fees for them, prices vary from $20/year (based on a 10 year registration)
to $50+ year.
There were no longer be the (ridiculous) criterea for obtaining a
2nd level .CA (i.e. federally incorporated, or trademark holder) however
Canadian residency requirements remain.
This is all part of a deal struck between UBC (the outgoing registry)
and CIRA in 1998.
