Not exactly, but close enough. But that's why you should primary the root
for yourself, you rely even less on the n-way redundent root servers.

I *should*, but the fatal flaw in the DNS design was the choke point known
as "the root". Who eevr has the administrative ("root") password to the
machine that has the root dns zone controls what everybody will see. But,
you can be your own root server so all is not lost.
