dnscache really relies on a unix architechture, I can't imagine porting it
to windoze.

I had a quick look on tucows and it doesn't look like anybody has actually
written just a cache.

Maybe somebody should talk to the SDNS+ guy to see it he'll make
a SDNS-Lite program that's just a cache.
