Squid (or any proxy) won't speed surfing, per se. It will help with
network congestion if many people hit the same relatively static sites.
But, if your user base is a bunch of monkeys randomly accessing
Shakespeare, it won't make much difference. In fact, a poor proxy
deployment can become a bottleneck of its own.

In that case, I'd highly recommend using squid. It will enhance your
speed immensely, without the drawbacks commonly associated with
caching proxies etc. As far as DNS requests, I thought it also
affected those but I'm unsure.
In an unrelated side-note, ironically I work for tech support for AT&T
(formerly Bellsouth), so if you have any questions feel free to ask
away I'd be glad to help in any way I can. If you have a business
account with Bellsouth, you do get DNS hosting with your account and
control over reverse dns (somewhat), but at this point those 2 things
sound unrelated to what you're trying to accomplish.

I think the operative thing here might be to ask a bit more probing
questions. For instance, why do you want to set up this DNS server? I
did read that you are looking for something simple and secure, but
that is not a reason as to why you want it.
If you are looking for speeding up your network, there are some other
things that you may not even know about that might make you a very
happy camper, such as squid. If you are looking for keeping out
spyware and/or content filtering, I would suggest OpenDNS. If you are
looking for hosting your own aname/cname/mx records etc, then I'd
point you in the direction of bind or some alternative to bind
(notably, MaraDNS).
Since you advise you're looking for security, and specify a DNS
"server", I would presume you are looking for something more like
MaraDNS. That'd be my recommendation, but I couldn't really make a
full recommendation without knowing exactly what it is you're wanting
to accomplish.
Also, might want to consider that some ISP's come with free
basic DNS hosting.
Finally, since this is a linux mailing list, I would imagine
the platform
you're wanting it for is linux... but it would still be great if we
knew for sure. Hope this helps!
