12FPS is cartoon-grade, 24FPS for motion pictures. Much lower than 12 and you'll probably flicker and jerk.
However, MPEG4 is a highly efficient differential compression scheme, so you may see a lot of benefit just getting it out of WMV. Or not, since I don't recall if WMV is using MPEG compression already. Especially since I think it's one of those blanket schemes where MPEG may be one of several options within the system. Anyway, cutting down on the precision of the image is probably going to do more for you than cutting the frame rate.
