Ironic how ISP's have taken the opposite approach (starting unlimited,
changing to limited). I expect what we will see will look like this.

Unlimited internet usage.... as usage increases, limits increase.
Eventually, we will catch up with the caps with the explosion of
streaming TV, cloud applications, etc. Those caps will then be
transformed into usage plans similar to cell phones. Eventually,
competition will cause unlimited plans to come back.

I don't say this with any authority, just what I believe might happen.
On a note about overage with cell phone companies though, they will
sting you the hardest. I had a good friend who worked with sprint let
me use his air card. It has a 5gb/month usage cap, however, he is an
employee and informed me that the usage cap does not apply to him.
Being mindful that I shouldn't abuse it, I still monitored my
bandwidth and made sure to stay within reasonable distance of the 5gb
cap. This was difficult having 3 computers routed through the 3g
connection, but still managed to use only about 10-15gb during the
month of my highest usage (thanks, youtube). My friend then sent me a
message saying he was charged $600 for overage though he was informed
he wasn't being capped. He got it worked out with his company because
he was pretty high up there, but I suspect had he been an "average
joe" he would have out $600 for honestly a very small amount of data.
