onApplicationStart() is completely thread safe when it is
automatically invoked by CFMX.
It is not thread safe if you invoke it yourself (e.g., from
onRequestStart() based on a URL parameter). You can add a lock (in
onRequestStart() around the call to onApplicationStart()) to address
that, if you find you need to call onApplicationStart() like that.
