Yes, you are correct. MS limits the Express edition to a database no larger than 4GB, can only address one processor and can only use 1GB of RAM. There are several other features disabled as well, but I think MS posts a comparison chart on their site concerning the differences in SQL 2005 editions.
 
Also, another thing to consider, if the database server is going to be used strictly as a database for a web application then licensing is per processor (so the ~$6400 license really becomes ~$13K for a two processor machine). Finally, if this is a hosted application for a third-party then I am almost positive you have to belong to the MS Service Provider Licensing (SPLA) service where you pay monthly for the use of SQL Server, per processor (which for 2000 used to be $169/mo/processor) instead of purchasing the full license outright (you also get free upgrades for as long as you are in the program).

I’m curious, though… .wouldn’t the express edition have significant limitations regarding the number of connections or current users or something along those lines?  Cant’ imagine Microsoft (of all companies) giving away something that they also charge $3400 or $6000 for.

Oh! Brad. I just remembered that SQL Server has a free version out (MS SQL Server Express Edition). There are a couple of limitations, but speed is not one of them. We just moved one of our big clients to it so they could see the speed improvements and so that they'd feel better about shelling out the cash.

I've been somewhat pleased with HostMySite's shared Sql Servers.  Its not ideal, but 6000 versus a little slower response times, well there is the answer to your question.  How much dependency does the client's application place on speed versus initial costs?  you can always later move to a dedicated server, and the shared server on HostMySite has been ok for me so far.
